[Kernel] Enabling booting after power-loss?

Hello,

I've got an old Nexus 7 from 2012.
When my Nexus was off and charging, it automatically powered on when it had reached a specific charging level. - Or when the charger was disconnected from the device.

Now I've flashed another Rom which is based on Android L, and I'm missing the feature which is mentioned above.

I think this is a kernel-based feature.

Can you tell me, which kernel I should flash to enable this feature again?
